The report the council didn’t want you to see

This is the document that Herefordshire Council ruled as ‘commercially sensitive’, the agreement of which meant that councillors suspended public discussion to carry on in private (Deed of variation to retail quarter).

This information was originally only supposed to be seen by a select few councillors but today has been released to the public. Within its pages are the finer details of the deal done over the Edgar Street Grid project.

It contains surveyor Montagu Evans’ commercial report, a summary of the impact/risks of variations and Pinsent Masons’ summary of proposed changes to the retail quarter agreement.
